If I wanted to relocate my battery from my engine compartment to my front trunk, would SCCA rules say that it must be in some kind of enclosed box? Or is a tie down and + terminal cover adequate?

Full disclosure...I haven't actually read the rules, but I think we'd be comfortable as long as it was tied down securely.  If you haven't already, you may want to look into what downsides putting the battery in the trunk may have.  I know the Miata ones are vented to somewhere and battery boxes exist for a reason.

 you could get one of these expensive puppies, well not so expensive since a similar one from Braille would probably set you back 1500$

For SP, it is rule 15.9 (C):

Relocation of the battery or batteries is permitted but not into the passenger compartment. If the battery is relocated and the original battery tray can be removed by simply unbolting it, the tray may be removed, or relocated with the battery. Holes may be drilled for mounting or passage of cables. Longer or shorter cables may be substituted to permit relocation. The number of battery or batteries may not be changed from stock. The area behind the rearmost seat is not considered to be within the passenger compartment. The area under the rearmost seat is considered to be within the passenger compartment.

From a tech standpoint, make sure it is secure. Most cars that I have questioned or failed in tech were related to a battery not being secure enough. You really don't want the terminals shorting out against bodywork during your best run!
