I'm looking for a muffler shop in Va.
Anyone know where the best one is? Someone who does PERFECT work?

I guess it's just too interpretive a question to get a definitive answer.  Kind of like asking a classroom of children:  "Who can tell me something about Jamestown."  Generally you'll just get a field of blank stares.

The best muffler work has probably already been done by at least one, if not several, aftermarket vendors.  If you're looking for someone to weld you a perfect solution, you'd probably be best not going to a muffler shop, but a custom fabricator, and at that point, you're probably going to be paying a pretty penny.

But as for specific recommendations, my response is the same blank stare as everyone else.
