I am new to the area and was wondering whether anyone can recommend a good alignment shop in Richmond, preferably in the West End, that is used to more aggressive alignment settings.

They are not in the west end but Hanover tire has always done a good job for us.  Just tell them I sent you.  That will tell them you probably know what you are doing.  Let me know if you have any issues.

Not west end, but for those in Colonial Heights, try Balch Alignment.
